Uganda releases procurement notice for 78.5km road upgrade project

The Government of Uganda has received a loan (No: 2100150032194) from the African Development Fund (ADF) towards the cost of the Road Sector Support Project (RSSP) V, and it intends to apply part of the proceeds of this loan to payments under the contract for upgrading of Rukungiri-Kihiihi-Ishasha/Kanungu road (78.5 Km) from gravel to bitumen standard. This project will be jointly financed by the Government of Uganda. Bidding will be governed by the African Development Bank’s eligibility rules and procedures.

The Rukungiri-Kihiihi-Ishasha/Kanungu road is situated in the Western part of Uganda, approximately 400km South-West from Kampala and consists of two sub-sections: Rukungiri to Ishasha (52.2km) and Kihiihi to Kanungu (26.3km).

The road works shall comprise upgrading the existing Class C gravel road to Class II bitumen standard of 7m wide carriageway and 1.5 to 2m wide shoulders on either side, with a mechanically modified gravel sub-base, graded crushed stone base and double bituminous surface treatment and 4 number reinforced concrete drainage structures namely; Kakindo box culvert (6m span), Ntungwa Bridge (35 m span), Kiruruma box culvert (8.3 m span) and Ishasha DRC Border Bridge (35 m span). Approximate quantities of the major works items comprise the following.

  • DBST surfacing m2 880,000 
  • Reinforced Concrete m3 6,700 
  • Earthworks m3 2,000,000 
  • Pavement works m3 280,000 
  • Culverts 900mm m 3,000 
  • Culverts 600mm m 1,020 
  • Rock fill m3 247,000

It is expected that Invitations for Bid (IFB) will be made in October 2017.

Prequalification will be conducted through prequalification procedures specified in the Bank’s Rules and Procedures for Procurement of Goods and Works (May 2008 Revised July 2012), and is open to all bidders from eligible source countries, as defined in the Rules.

Interested applicants may obtain further information from and inspect the Prequalification Document at the Uganda National Roads Authority at the address below from 9:00 to 16:000 on working days. A complete set of the Prequalification Document (in English) may be purchased by interested applicants through the submission of a written application to the address below, and upon payment of a non-refundable fee of UGX 370,000 (Uganda Shillings Three Hundred Seventy Thousand only) or USD 100 (United States Dollars One Hundred only). The method of payment will be cash or bank certified cheque. The document can be physically picked or will be sent by courier if the applicant pays the full cost of delivery to the courier company.

Applications for Prequalification should be submitted in sealed envelopes, delivered to the address below by 18 September 2017, and be clearly marked “Application to Prequalify for Road Sector Support Project (RSSP) V: Upgrading of Rukungiri-Kihihi-Ishasha/Kanungu road (78.5 Km) from gravel to bitumen standard, UNRA/WORKS/2017-18/00002.”
