The Netherlands has reached a significant milestone in its journey towards enhancing its transportation infrastructure. BESIX Netherlands, working alongside partners within the De Groene Boog consortium, has proudly announced the acquisition of the coveted Availability Certificate for the A16 Rotterdam project.

This 11-kilometre stretch of motorway is one of the country’s most ambitious infrastructure developments, and its completion will ease congestion and provide a crucial link to the northern regions of Rotterdam.

Issued by the Dutch Directorate-General for Public Works and Water Management, Rijkswaterstaat, the Availability Certificate confirms that the A16 Rotterdam meets the high standards expected under the Design, Build, Finance, and Maintain (DBFM) contract. This important certification verifies that the motorway is nearly complete and ready to transition into its next crucial phase: the final preparations for opening, followed by a 20-year maintenance period.

But before anyone gets too excited about hitting the road, there’s still a bit of work left to be done. Sure, the heavy lifting on the construction side is largely finished, but as with any complex project of this scale, some finishing touches remain. The consortium, made up of BESIX Nederland, Dura Vermeer, Mobilis TBI, Croonwolter&dros, Van Oord, Rebel, and John Laing, is now focused on getting everything in perfect working order before the grand opening in late 2025.

A Glimpse Inside the Final Phase

Even though the A16 Rotterdam has received its Availability Certificate, signalling substantial completion, several key tasks must still be accomplished before the motorway can officially open to the public. These steps ensure that the road infrastructure and accompanying features are safe, efficient, and fully functional:

  • Testing of the Rottemeren Tunnel: The 54 systems integrated within the Rottemeren Tunnel, which lies at the heart of the motorway, need to undergo rigorous testing. From ventilation systems to lighting, each element must perform flawlessly to guarantee smooth and safe tunnel operations.
  • Securing an Operational Permit: The Municipality of Lansingerland still needs to issue an operational permit. This legal hurdle must be cleared before vehicles can traverse the new motorway.
  • Final Infrastructure Connections: Although the motorway itself is mostly complete, work remains on ensuring it is fully integrated into the existing road networks. Additionally, there are plans for new bicycle paths to encourage sustainable travel options.
  • Green Zone and Recreation: One of the most innovative aspects of this project is the green zone being constructed atop the tunnel roof. This recreational space isn’t just a bonus for people—it’s designed with wildlife in mind too. Alongside this, the finishing touches are being applied to a recreational bridge, which will serve both human and animal needs.
  • Viaduct Over Rotterdam’s Hoofdweg: Another final feature to be completed is the viaduct that spans Rotterdam’s Hoofdweg. This viaduct will improve traffic flow and further integrate the motorway into the city’s transport network.
