ADB Commits to Sustainable Development in the Kyrgyz Republic
The Asian Development Bank (ADB) has taken a bold step to reinforce sustainable development in the Kyrgyz Republic with a recently approved $22.58 million Small Expenditure Financing Facility (SEFF).
This initiative promises to elevate project readiness and ensure the efficient, eco-friendly implementation of key infrastructure projects, marking a significant milestone in the 30-year partnership between ADB and the Kyrgyz Republic.
Transforming Project Implementation with SEFF
The SEFF blends a $13.36 million concessional loan and a $9.22 million grant from the Asian Development Fund to fund preparatory support for ADB-financed projects. These finance initiatives span vital sectors like public transport, energy, urban development, and even health services. By focusing on readiness, this facility aims to pave the way for impactful, strategically planned projects that address the nation’s evolving needs.
A flagship activity under SEFF will facilitate the expansion of Bishkek’s electric bus fleet and the development of dedicated busways—projects aimed at reducing the city’s carbon footprint while improving urban mobility. According to ADB Director General for Central and West Asia, Yevgeniy Zhuko: “It is important that we implement strategically planned, well-designed projects with meaningful positive impacts. This facility will ensure that ADB-financed projects respond to the needs of the country and improve access to public services for poor and vulnerable households.”
Climate Resilience at the Forefront
The Kyrgyz Republic’s vulnerability to climate change is well-documented, with its economy heavily reliant on agriculture and hydropower—sectors increasingly threatened by climate risks. Recognising this, SEFF-funded projects are designed with climate adaptation and mitigation in mind.
From enhancing energy efficiency in buildings to bolstering renewable energy generation and water supply systems, SEFF will prepare infrastructure to withstand and adapt to environmental challenges. As ADB Economist Jules Hugot explains: “The project will help pilot-test advanced technologies and innovative project financing and implementation approaches to help reduce project life-cycle costs, improve service efficiency and quality, and minimise negative environmental and social impacts.”

This year marks three decades of collaboration between the ADB and the Kyrgyz Republic. Since the country joined ADB in 1994, over $2.9 billion in loans, grants, and technical assistance has been channelled into 217 projects aimed at transforming the nation’s infrastructure and public services.
From roads and hydropower to urban development, these projects underscore ADB’s unwavering commitment to eradicating poverty and fostering inclusive, sustainable development. This partnership has not only brought advanced technologies and innovative financing models to the Kyrgyz Republic but also helped strengthen local capacity for long-term project management.
