BHP Expands Copper Mining Operations in South Australia

BHP’s ambitious plan to expand its copper smelter and refinery facilities in South Australia is taking a significant step forward. The mining giant has awarded a crucial engineering, procurement, and construction management (EPCM) contract to a joint venture between Fluor Australia Pty Ltd and Hatch Pty Ltd.

This contract paves the way for the project’s next phase, reinforcing BHP’s commitment to increasing copper production to meet soaring global demand.

The EPCM contract will be executed in stages, supporting BHP’s pathway towards a final investment decision, expected in the first half of the 2027 financial year. The first stage of this agreement is valued at over $40 million, focusing on strategic planning and feasibility studies before full-scale construction begins.

A Calculated Approach to Expansion

BHP’s decision to partner with Fluor and Hatch follows extensive engagement with its major projects, procurement, commercial, and Copper SA teams. The project’s initial phase will upgrade the Olympic Dam smelter and refinery, transitioning it into a two-stage smelting process while expanding the refinery’s capacity to produce over 500,000 tonnes of refined copper cathode per year. This expansion is a key component of BHP’s long-term vision to boost South Australian copper output.

Last year, BHP set out a strategic roadmap to increase production, targeting 500,000 tonnes annually by the early 2030s, with a further goal of achieving 650,000 tonnes from the mid-2030s. This marks a substantial jump from the ~322,000 tonnes recorded in the last financial year.

Soaring Global Demand Fuels Expansion

The demand for copper is projected to skyrocket by approximately 70% by 2050. This surge is fuelled by several factors:

  • Infrastructure and Construction: Copper remains a fundamental material in housing and commercial development.
  • Electric Vehicles and Renewable Energy: The transition to electric mobility and renewable energy solutions is heavily reliant on copper due to its conductivity and durability.
  • Data Centres and Digital Infrastructure: The rapid growth of digitalisation and data storage infrastructure has further heightened the need for copper in wiring and electrical components.

With South Australia emerging as a world-class copper province, BHP’s expansion efforts align with the increasing global reliance on the metal. This investment not only cements BHP’s position as a key player in the copper market but also bolsters Australia’s role in the global supply chain.

Industry Leaders Weigh In on the Partnership

BHP’s selection of Fluor and Hatch underscores the expertise required for a project of this scale. Industry leaders from all three organisations have expressed confidence in the partnership:

Rashpal Bhatti, Group Procurement Officer, BHP, said: “Fluor and Hatch are experienced global EPCM partners with significant shared experience in delivering mega projects, who will bring the right level of scale and expertise to help BHP progress its copper growth plans in South Australia.

“The growth potential for Copper SA is exciting, and this first stage of EPCM works will be key as we progress the proposal for an expanded copper smelter and refinery at the heart of South Australia’s growing copper province towards a final investment decision.

“It is critical that we prudently manage our spending to achieve the vision that BHP shares with many others to grow copper production in South Australia, and we have worked closely with Fluor and Hatch on a contract structure that supports this.”

Anna Wiley, Asset President Copper SA, BHP, said: “BHP is building momentum in South Australia, and this is another step forward in our strategy to increase the production of SA’s high-quality copper resources to support the global energy transition.

“BHP has established a world-scale copper province in South Australia, and we are working at pace to progress our plans to lift production further over the coming decade.”

Harish Jammula, President of Mining & Metals, Fluor Pty Ltd, said: “We are excited to support BHP on their growth plans to increase production of refined copper cathode in South Australia.

“Accelerated expansion of the downstream processing sector is increasingly important to secure local supply of mined materials, become independent of overseas supply, and drive sustainable production technologies.”

Tina Armstrong, Global Managing Director – Metals, Hatch Pty Ltd, said: “Hatch is delighted to be partnering with BHP to support its Copper South Australia growth plans.

“Together with Fluor, we look forward to working closely and collaboratively with the Copper South Australia team.”

Driving the Future of Copper in South Australia

BHP’s latest move represents a critical step in securing South Australia’s place as a global copper hub. With demand for copper on the rise, the company’s investment in infrastructure and processing capacity ensures that it remains ahead of the curve.

The partnership with Fluor and Hatch signals confidence in the region’s potential and underscores the importance of a well-structured, staged approach to large-scale mining projects. As the world pivots towards a more sustainable, electrified future, South Australia’s copper reserves will play an essential role in meeting these evolving needs.

With BHP’s planned expansion aligning perfectly with global trends, this project has the potential to redefine copper production in the region and beyond.

Having worked extensively with private financiers our business has reached a tipping point where our pipeline of transactions is too big for our existing finance partners to keep up. A nice problem to have! But a problem all the same.
