Norway has taken a bold leap into the future of road infrastructure with the official launch of a barrier-free tolling system on National Road 4, just north of Oslo. Spearheaded by Austrian mobility powerhouse Kapsch TrafficCom, the system went live on July 10, 2025, marking the first phase of an ambitious rollout for client Vegfinans AS.

Following rigorous testing and technical approval, the solution is now operational, with final customer sign-off expected in early 2026. The technology promises to bring a seamless, more accurate and eco-conscious approach to tolling in a country known for its forward-thinking infrastructure.

Transforming regional mobility

This launch in the Innlandet region is just the beginning. Over the next few years, similar systems will be deployed across six counties: Akershus, Buskerud, Innlandet, Telemark, Vestfold, and Østfold. The plan is clear: enhance traffic efficiency, reduce environmental impacts, and provide road users with a hassle-free tolling experience, whether they’re on bustling highways or navigating urban centres.

A winning tender

What set Kapsch TrafficCom apart during the tender process? It wasn’t just technical capability. Out of six competing firms, Kapsch stood out by scoring top marks in both climate impact and system quality. Their approach ticked every box for Norway’s sustainable infrastructure goals:

At the heart of the new system is Kapsch TrafficCom’s Charging Point Equipment (CPE), engineered for multi-lane free-flow (MLFF) tolling. These units facilitate both OBE (On-Board Equipment) communication and licence plate recognition (LPR), ensuring reliable vehicle detection regardless of traffic volume or weather conditions.

Kapsch has integrated its hardware seamlessly with AutoPASS, Norway’s national tolling back-office platform.

This ensures that:

  • Vehicle data is accurately processed in real time
  • Billing is automated and compliant with EN 15509 and ISO 14816 standards
  • Roadside data can be monitored live by Vegfinans via secure channels

Most notably, the architecture is modular and built for longevity. Whether it’s scaling for increased traffic or upgrading components in years to come, the system is ready to evolve.

Kapsch TrafficCom’s role doesn’t stop once the gantries are up. The company provides full lifecycle support, including:
