Europe Powers Vietnam’s Clean Energy Future with €430m Investment
The European Union has unveiled a €430 million funding package to help Vietnam construct one of its most significant energy transition projects, the Bac Ai Pumped Hydro Storage facility. The announcement, made during the Global Gateway Forum in Brussels, marks a major milestone in Vietnam’s journey toward a cleaner, more resilient energy future.
This landmark investment falls under Vietnam’s Just Energy Transition Partnership (JETP), jointly led by the EU and the UK, and aims to reduce the nation’s dependency on coal while bolstering its renewable energy capacity. The Bac Ai project represents a cornerstone in Europe’s support for Vietnam’s energy transformation, demonstrating the power of international collaboration in driving the global green transition.
European Commissioner for Energy, Jozef Síkela, met with Vietnamese Deputy Prime Minister Bùi Thanh Sơn to finalise the deal. “The Bac Ai project is a cornerstone of our joint efforts to build a cleaner, more reliable energy system that supports sustainable growth and attracts private investment,” said Síkela, highlighting Europe’s long-term commitment to Vietnam’s energy development.
A Giant Step in Vietnam’s Energy Transition
Vietnam, with its fast-growing economy and rising energy consumption, still relies heavily on coal for electricity production. However, the country has pledged to reach net-zero emissions by 2050, a promise that requires large-scale investment in renewable energy infrastructure and storage capacity.
Pumped hydro storage plays a crucial role in this transformation. Acting like a massive battery, it stores excess energy from renewable sources such as wind and solar by using it to pump water uphill. When demand spikes or renewable generation dips, the stored water is released to generate power. This technology addresses one of the biggest hurdles in renewable energy adoption, ensuring consistent and reliable supply.
The Bac Ai facility will therefore help stabilise Vietnam’s power grid, providing the flexibility needed to integrate more renewables without risking outages or instability. Team Europe Unites for Green Infrastructure
The Bac Ai project is a collaborative effort by Team Europe, a coalition that brings together European financial institutions and national development banks to deliver large-scale sustainable investments. Partners include:

- France’s AFD (Agence Française de Développement)
- Germany’s KfW Development Bank
- Italy’s CDP (Cassa Depositi e Prestiti)
- PROPARCO, which supports private sector development in emerging markets
Collectively, these partners are channelling capital and expertise into projects that foster long-term sustainability. For the 2021-2027 period, the EU alone has committed at least €293 million in financial assistance to Vietnam, while broader contributions from European institutions and member states exceed €2.8 billion through the JETP framework.
This initiative reflects the EU’s Global Gateway strategy, which aims to mobilise up to €300 billion globally by 2027 to support smart, clean, and secure connections in digital, transport, and energy infrastructure. Through these efforts, Europe positions itself as a partner for countries seeking sustainable growth while combating climate change.
Vietnam’s Renewable Energy Potential
Vietnam is already emerging as one of Southeast Asia’s leaders in renewable energy. The country’s natural conditions are ideal for solar, wind, and hydropower development. However, its energy grid, much of which was designed around fossil fuel generation, needs modernisation to accommodate variable renewable sources.
Over the past few years, Vietnam’s solar capacity has expanded dramatically, but integrating this power efficiently remains a technical challenge. Energy storage systems like Bac Ai are vital in addressing these limitations, helping to smooth out fluctuations and maintain grid balance.

The ASEAN Power Grid initiative, which promotes regional electricity connectivity, is also a critical component of this transformation. The EU continues to support these regional projects to enhance cross-border power exchange, enabling countries like Vietnam to export surplus renewable energy and import power when needed.
