Driving Bankable Infrastructure and Investment Opportunities at Africa PPP 2025

Africa’s most influential Public-Private Partnership (PPP) summit returns in 2025, promising a powerful mix of knowledge-sharing, networking, and project acceleration.

The Africa PPP Infrastructure Finance, Investment and Partnerships Summit will take place in Windhoek, Namibia, from 28 to 31 October 2025. The event kicks off with a dynamic Pre-Conference Training Masterclass designed to equip government officials and project developers with the tools to turn infrastructure pipelines into bankable, investment-ready projects.

The four-day summit, widely recognised as Africa’s leading forum for PPP professionals, investors, and policymakers, will spotlight transformative opportunities across the energy, transport, water, and industrialisation sectors. This year’s edition will feature a robust mix of training, high-level discussions, and deal-driven showcases tailored to move Africa’s infrastructure ambitions from paper to reality.

Turning Ideas into Bankable Projects

The Africa PPP 2025 Pre-Conference Training Masterclass, titled “Advancing Bankable Infrastructure Projects Through Solid Project Preparation,” sets the stage for a highly practical learning experience. Facilitated by experts from the Development Bank of Southern Africa (DBSA), Infra Gestion, Mondjila Project Advisory & Management, and C-Nergy Global, the session will combine real-world examples, interactive discussions, and case studies. Delegates will also have the chance to pre-submit specific challenges for tailored feedback.

The Masterclass unfolds across four key modules:

  1. Foundations: Led by DBSA, this session explores the “why, what, who, and how” of project preparation, delving into the roles of PPP units and authorities, lifecycle tools, and the integration of ESG and SDG principles into governance frameworks.
  1. Pipelines and Bankability: Facilitated by Infra Gestion, this module covers investment readiness, cost-benefit analysis, risk allocation, and financial modelling, guiding delegates through market testing and bankability criteria.
  1. Procurement to Award: Mondjila Project Advisory & Management takes participants through procurement strategies, due diligence, technical specifications, and evaluation processes essential for awarding sustainable contracts.
  1. Contract Management: C-Nergy Global leads this session on operational excellence, focusing on performance monitoring, compliance, stakeholder management, and leveraging technology for efficient delivery.

At the end of the training, participants receive formal certificates of completion, a valuable credential for professionals in PPP units, ministries, utilities, and state-owned enterprises striving for project excellence.

Bringing Together Africa’s Infrastructure Leaders

The two-day main conference on 29 and 30 October will convene an impressive line-up of African and international leaders shaping the future of infrastructure development. Key confirmed speakers include:

  • Hon. Tertuis Simmers, MEC for Infrastructure, Western Cape Provincial Government
  • Stephan Jooste, Managing Director for Sustainability, Zutari
  • Andrew Shaw, Group Chief Officer for Strategy & Planning, Transnet SOC Ltd
  • Primah Atugonza, Principal Legal Counsel and PPP/Infrastructure Sector Lead, African Legal Support Facility

These thought leaders will set the tone at the Leaders’ Roundtable, which explores actionable solutions for unlocking investment, scaling up project delivery, and improving policy coherence across borders.

Energy, Transport and Industrialisation at the Forefront

Sectoral discussions will dig deep into Africa’s pressing infrastructure priorities, from energy transition to corridor development and logistics integration. The energy panel brings together some of the region’s most influential players, including Justin Loongo (MD, ZESCO), Cletus Nyachowe (Acting CEO, ZESA Holdings), Pierre Rolland (MD, Infra Gestion), and Kuda Ndhlukula (Executive Director, SACREEE). Together, they’ll explore how regional power connectivity and renewables can drive industrial competitiveness.

In logistics and industrialisation, delegates can expect insights from Mohamed Almenhali (Regional CEO – International Office, AD Ports Group) and Stephen Ikua (DG/CEO, LAPSSET Corridor Development Authority). Their discussion will focus on how transport corridors and Special Economic Zones (SEZs) are creating value chains and driving trade across borders.

Transport integration will also take centre stage, featuring senior decision-makers such as Reginald Demana (CEO, SANRAL), Bruno Chingandu (MD, TAZARA), Henrique Victorino (DG, Angola’s INEA), Victor Seff (CEO, Tanzania’s Rural & Urban Roads Agency), and Leslie Mpofu (Executive Director, Trans Kalahari Corridor Secretariat). Their shared vision is clear: to transform Africa’s transport infrastructure into an interconnected, high-capacity network that supports both domestic growth and regional trade.

Spotlight on Namibia

Namibia will play a central role in this year’s event, with a special country focus led by the Namibia Investment Promotion and Development Board (NIPDB) and the Walvis Bay Corridor Group.

The session will highlight the country’s strategic role as a logistics and investment hub in Southern Africa, supported by contributions from Namibia’s PPP Unit, Ministry of Works & Transport, Namibia Airports Company, and Lithon Holdings.

The discussion will showcase Namibia’s growing portfolio of infrastructure projects, from airport expansions and port upgrades to renewable energy developments and corridor modernisation. As Africa intensifies efforts to attract green investment, Namibia’s clear regulatory framework and strong PPP foundations make it a model for other nations.

Accelerating Investment Through Partnership

Africa PPP 2025 aims to connect policymakers and investors in a collaborative environment that encourages innovation, transparency, and accountability. By facilitating cross-sector partnerships, the summit underscores how public-private collaboration remains the most effective path to closing Africa’s infrastructure gap.

Investment showcases will cover:

  • Renewable energy and grid transmission projects
  • Transport corridors and logistics hubs
  • Water and sanitation developments
  • Industrial zones and port expansions

These sessions provide tangible insights into ongoing and upcoming projects ripe for investment, with a focus on sustainability, bankability, and regional impact.

Why Africa PPP Matters

Over the past decade, Africa PPP has established itself as a cornerstone event in the continent’s infrastructure development landscape. It offers a neutral platform for dialogue among governments, development finance institutions (DFIs), private investors, and contractors. The summit’s unique blend of technical training and strategic discussions ensures attendees leave with actionable insights and meaningful connections.

With billions of dollars in infrastructure demand across the continent, the emphasis on bankability and capacity-building couldn’t be more timely. As Africa navigates its energy transition, urbanisation challenges, and industrialisation ambitions, effective PPP frameworks will be critical in turning vision into reality.

A Vision for Sustainable Growth

As Africa pushes forward with its development agenda, the Africa PPP 2025 Summit reinforces the power of partnerships in building resilient economies and sustainable infrastructure systems.

By combining expert training, high-level networking, and targeted project showcases, the event ensures every participant contributes to a more connected and prosperous Africa.
