RFP issued for $1 Billion Tonkin Highway Extension and Thomas Road Upgrade in Australia
Another major milestone has been achieved in the ambitious Tonkin Highway Extension and Thomas Road Upgrade project as shortlisted contractors are now invited to submit their Request for Proposal (RFP) for Package 2.
This significant step forward promises to transform the transport link between Oakford and Mundijong, alleviating local traffic and enhancing connectivity for both car drivers and heavy vehicles.
Breaking Down the Project
The procurement process for this substantial infrastructure project has been divided into two contract packages to ensure efficient and simultaneous delivery. Package 2 specifically covers the extension of Tonkin Highway from Mundijong Road to South Western Highway, marking a crucial phase in the overall project.
Shortlisted Consortia for Package 2:
- Tonkin Connect Alliance: CPB Contractors, WA Limestone, Carey, Aurecon, and Jacobs
- Tonkin Extension Alliance: BMD, Georgiou, Civcon, GHD, and BG&E
- Tonkin South Alliance: Acciona, NRW, AECOM, and Arup
The RFP process, which is set to conclude with the awarding of an Alliance Contract by late 2024, requires the shortlisted consortia to submit detailed proposals outlining their design and construction plans, pricing, and key milestone dates.
Benefits and Job Creation
The project, slated to begin construction in mid-2025, is expected to support approximately 4,400 direct and indirect jobs during its construction phase. With over $1 billion allocated for the project, funding has been robustly supported by both the Australian Government, contributing $749 million, and the Western Australian Government, providing $296 million.
Key Objectives:
- Reduce traffic congestion on local roads
- Enhance connectivity for commuters and freight
- Provide safer, quieter communities
- Integrate with other major infrastructure projects
Government and Local Leaders’ Statements
Acting Federal Infrastructure Minister, Murray Watt, said: “The Albanese Government has invested $749 million into this important project, which will improve travel times and connectivity in Perth’s south-west corridor. This extension will attract heavy traffic away from local roads, benefiting local residents with safer, quieter communities and better pedestrian and cycling facilities.”
Acting Western Australian Transport Minister, Sue Ellery, said: “The extension of Tonkin Highway represents the largest investment Perth’s south-east road corridor has ever seen. This project will not only ease traffic congestion but also complements other significant infrastructure projects in the region, enhancing overall access to our transport network.”
Senator for Western Australia, Louise Pratt, said: “This vital project will significantly reduce freight traffic along South Western Highway through Byford, providing an efficient alternative freight route that will save up to five minutes on trips between Oakford and Mundijong.”
State Member for Darling Range, Hugh Jones, said: “The Tonkin Highway Extension project will relieve pressure on local roads around Byford, Cardup, Mundijong, and Oakford, increasing safety and easing traffic pressure. I’m proud that we are delivering the infrastructure our community needs to thrive.”
Project Scope and Timeline
Package 1: The RFP process for Package 1, which encompasses other segments of the Tonkin Highway Extension and Thomas Road Upgrade, closed in late June 2024. The proposals are currently under evaluation, with an Alliance Contract expected to be awarded later this year.
Construction Timeline:
- Mid-2025: Start of construction for the Tonkin Highway Extension and Thomas Road Upgrade
- Late 2024: Expected awarding of Alliance Contracts for Package 2
Strategic Importance
The extension of Tonkin Highway is not just a local infrastructure upgrade but a strategic enhancement of Perth’s transport network. By providing a non-stop journey that eliminates multiple traffic lights and integrates with other major projects like the METRONET Byford Rail Extension and the Westport outer harbour plans, this project is poised to significantly bolster the region’s transport efficiency.
The issuance of the RFP for Package 2 of the Tonkin Highway Extension and Thomas Road Upgrade marks a pivotal step in a project that promises to revolutionise transport in Perth’s south-west corridor. With substantial government investment and the involvement of leading construction consortia, the project is set to deliver enhanced connectivity, reduced traffic congestion, and significant job creation, paving the way for a more efficient and sustainable future for the region.
