Singapore Puts AI Deployment at the Centre of IBEW 2026

Singapore’s International Built Environment Week returns to Marina Bay Sands from 2 to 4 September with artificial intelligence occupying a much more practical position than the conference programmes of only a few years ago. The discussion at IBEW 2026 is moving beyond whether AI has a role in construction and towards where it can be deployed, how it interacts with established digital systems and what companies need to change to use it effectively.

That agenda sits within a much larger construction technology programme in Singapore. The country’s Building and Construction Authority is simultaneously pushing digital regulatory submissions through CORENET X, supporting practical AI adoption and encouraging technologies that reduce demands on labour while improving productivity, quality and safety. Singapore’s construction demand is forecast at S$47 billion to S$53 billion during 2026, giving those policies a substantial live market in which to operate.

IBEW 2026, spearheaded by BCA International in partnership with RX Singapore, takes place against that background. Its theme, “Empowering People, Accelerating Intelligence”, places AI alongside sustainability, workforce development, robotics, digital twins and modern construction methods rather than treating it as an isolated technology subject.

From AI Experimentation to Deployment

The AI agenda covers a broad stretch of the built environment lifecycle. Sessions are expected to examine generative AI in design, planning and project delivery, predictive analytics and risk management, robotics and autonomous technologies, digital twins, intelligent building operations and the workforce implications of increasingly AI-enabled projects.

Construction AI is beginning to escape the confines of individual software applications. A generative system assisting design, for example, becomes considerably more useful when it can operate against structured project information. Predictive tools depend upon reliable data. Digital twins need information continuity, while autonomous and robotic systems require connections between digital instructions and physical operations.

BCA’s own AI programme now identifies applications across planning and design, construction, building operations and corporate functions, including automated design checks, progress monitoring, safety surveillance, predictive maintenance and document processing. The authority is also directing companies towards funding, training and implementation support rather than presenting AI simply as an emerging technology. Individual technologies increasingly have to fit together inside actual project workflows.

Professor Phillip Bernstein, Deputy Dean and Professor in the Practice at Yale School of Architecture, is among the international speakers addressing that transition:Β “AI is fundamentally changing the way we conceive, design and deliver buildings. The greatest opportunity lies not simply in adopting new technologies, but in empowering people to use them effectively to create better outcomes for our industry and society.”

Other speakers include Er. Emily Tan, President of the Association of Women in Construction Singapore; Monica Kong, Managing Director of KONE Singapore; and Chris Williamson, President of the Royal Institute of British Architects.

Williamson will focus particularly on AI’s movement beyond architectural visualisation and generative design:Β “As part of International Built Environment Week, I’ll be discussing how AI can move beyond visualisation and generative design to reshape technical delivery and construction. This is where the real opportunity for our profession lies: in using AI not simply to work faster, but to work in ways that benefit the industry as a whole.”

Singapore’s Digital Construction Infrastructure

The conference coincides with another stage in Singapore’s long-running effort to digitise construction regulation.Β From 1 October 2026, CORENET X submissions become mandatory for new projects with a gross floor area of 5,000 mΒ² or more. The system allows project teams to submit coordinated BIM information through a common digital environment rather than navigating separate submissions to different regulatory agencies.

Singapore has adjusted the implementation programme after experience with early projects. CORENET X became mandatory for new projects above 30,000 mΒ² in October 2025, but the government subsequently decided against extending the requirement to every new project regardless of size. More than 140 projects involving around 300 firms had been submitted through the system by July 2026, with BCA reporting approval time savings of up to two months on participating projects.

The decision to retain conventional processes for smaller projects subjects digitalisation to an economic test rather than pursuing it for its own sake. BCA found the benefits of greater upfront coordination were stronger on larger and more complex developments, while smaller firms could face implementation costs disproportionate to the gains.

IBEW will include a dedicated CORENET X Industry Seminar where early adopters will discuss completed journeys through the system and the latest changes ahead of October’s expanded mandate.

For AI developers, the direction of travel also creates an increasingly structured digital environment. Quality BIM models, standardised information requirements and coordinated digital submissions provide more useful foundations for automation than disconnected drawings and documents. BCA has been developing guidance around structured BIM data, model content and information handover as part of that transition.

Technology on the Exhibition Floor

The practical side of the programme extends into BEX Asia, which is co-located with IBEW at Marina Bay Sands. Two dedicated areas focus on AI and robotics. The Build with AI showcase covers technologies for design, construction, operation and maintenance, while Build with Robotics concentrates on collaboration between workers and robotic systems, including applications intended to improve productivity and shorten project programmes.

The exhibition directory also illustrates how quickly AI is becoming a product characteristic rather than a separate software category. At the time of publication, the BEX Asia directory listed 174 exhibitors, including 47 entries carrying an AI feature and 11 in construction robotics and productivity. The directory remains subject to change before the exhibition opens.

The ConTech Exchange Pavilion adds live demonstrations covering generative AI workflows, autonomous robotics, real-time safety systems and low-carbon materials, alongside start-up pitches and meetings between technology companies, developers, contractors and investors.

Workforce and Implementation

The workforce component is deliberately prominent.Β “As our sector navigates rapid technological change and growing sustainability demands, IBEW 2026 is an essential platform for industry leaders to exchange insights and shape what comes next. Construction has repeatedly encountered technologies capable of delivering productivity improvements without necessarily possessing the organisational structures, data quality or trained workforce needed to exploit them. AI intensifies that problem because access to the technology itself is becoming relatively easy, while building useful systems around it is considerably harder.

IBEW’s programme consequently combines AI with workforce capability, modern methods of construction, resilient project delivery, green buildings and sustainable data centres. Curated Learning Journeys will take delegates to developments and innovation precincts around Singapore, where project teams will discuss the implementation of advanced construction and facilities technologies.

The invitation-only ConTech Summit adds an investment and commercialisation dimension, including the inaugural Asia Pacific Pitch Day of the Construction Startup Competition, bringing emerging construction technology companies together with investors and industry partners.

A Construction Market Large Enough to Test the Ideas

Singapore offers a particularly useful environment for this discussion because digital construction policy is being implemented alongside a strong project pipeline.

BCA expects construction demand of S$47 billion to S$53 billion in 2026, supported by major schemes including further packages for Changi Airport Terminal 5, the Marina Bay Sands expansion, Tengah General and Community Hospital and extensions to the Downtown and Thomson-East Coast MRT lines.

These are the kinds of complex projects where better coordination, structured information and automation potentially have the greatest value. They also provide demanding environments in which claims surrounding AI, robotics and digital delivery can be tested against actual construction programmes.

IBEW 2026 arrives as Singapore expands mandatory digital submissions across a larger share of its construction market, promotes practical AI adoption and continues to support robotics and automation. The combination is creating an environment in which new construction technologies increasingly have to demonstrate how they work alongside established regulatory, project and information systems.

The technologies on display at Marina Bay Sands will inevitably range from mature products to early-stage ideas. The more useful measure will be how many can connect with the digital processes, commercial realities and workforce capabilities already taking shape around them.
