São Paulo Embarks on Coastal Highway Transformation
Late-July saw São Paulo’s Government trigger a sweeping modernisation of the Litoral Paulista Highway, sparking what could easily be one of Brazil’s most high-impact road upgrades this year.
Under the remit of the Litoral Paulista Highway Concession, a BRL 4.3 billion (roughly US$ 791 million) programme has now got rolling, aiming to lift 213 km of road across the Baixada Santista, Alto Tietê, and Vale do Ribeira regions.
This infrastructure investment comes not a moment too soon, São Paulo’s relentless congestion rules the headlines and the commute, costing billions annually in productivity and pollution. Against that backdrop, this highway overhaul feels less like an upgrade and more like a declaration.
Safety, Flow, and Better Living
Early-stage works have already made their mark. The project has laid 17,300 tonnes of fresh asphalt, patched critical bottlenecks, and ushered in eight round-the-clock User Support Service bases (SAUs). Signage, lighting, and roadside upkeep also get a tune-up, a far cry from the tired, under-lit stretches that frustrate so many travellers.
Meanwhile, seven active fronts, from Bertioga and Santos to Miracatu and Peruíbe, are laying the groundwork for bigger moves: lane duplication, frontage roads, overpasses, even bike lanes, building a truly multimodal corridor that speaks to modern needs.
Toll-Free for Now
Here’s the deal: tolls won’t be slapped on until Artesp (the State’s transport regulator) signs off on the priority work. Better still, residents of the southern coastal pocket, Praia Grande through to Peruíbe, enjoy toll-free access until the frontage roads are wrapped up.
It’s a smart policy move, promising fairness at a time when infrastructure upgrades can sting local wallets.

This isn’t an isolated effort. São Paulo’s broader transport push is unfolding on multiple fronts. From São Paulo’s Metro Line 2 extension, backed by a $250 million World Bank loan to boost regional connectivity and low-carbon access, to pioneering mega-projects like the R$6 billion Santos-Guarujá immersed tunnel, blending roads, light rail, walking and cycling, to knit cities and ports more tightly together.
