Green Finance for Smart and Sustainable Infrastructure in Chisinau
The European Bank for Reconstruction and Development (EBRD) is stepping up with a €68.2 million project finance loan, backed by the European Union’s first-loss risk guarantee, to help Chisinau reshape its cityscape with sustainable infrastructure and modern mobility solutions.
Complemented by a €1.9 million grant, this funding aims squarely at reducing congestion, curbing pollution and making travel smoother for the city’s 800,000 inhabitants.
Chisinau isn’t just building roads, it’s crafting a new urban reality. Three emerging peripheral districts, designed with green spaces and smart infrastructure, will benefit from upgraded arterial routes, Mircea cel Bătrân Avenue, Mesager Street, and Industrială Street, boosting connectivity for both commuters and freight. It’s an ambitious push to balance growth with sustainability.
Urban Revamp Meets Smart Design
Congestion, erratic travel times, high energy demands, and poor air quality have strained Chisinau’s growth, but recent plans inject some much-needed optimism. The road improvements, stretching roughly 8.5 km total, offer more than just tarmac smoothing; they reflect a drive toward inclusive urban design, supporting pedestrians, cyclists, senior citizens, and public transport users while nudging private car use downward.
Moreover, the plan embraces climate-smart infrastructure by proposing a wetland park near Lake 4 in La Izvor Park, aimed at supporting local biodiversity while doubling as a flood buffer and communal green reserve.
This initiative builds seamlessly on Chisinau’s Green City Action Plan (GCAP), a strategic roadmap launched in partnership with the EBRD’s flagship Green Cities Programme. It zeroes in on seven vital sectors, from energy and waste to transport and blue-green infrastructure, aiming to foster resilient, greener urban living.
Toward Gender-Smart, Smart Transport
What sets this project apart is that it’s been awarded a Gender SMART label, signifying deliberate consideration of women’s specific transport needs in urban design, from safety to accessibility. That reflects an emerging trend among international financiers to support gender-inclusive infrastructure.
This isn’t EBRD’s first foray into Moldova. To date, it has injected more than €2.5 billion into 183 development projects across the country, from municipal infrastructure to green economy initiatives, solidifying its reputation as a key financial partner.

Chisinau’s budding transformation draws from layers of strategic planning:
- The GCAP, developed through EBRD and OECD/ICLEI-backed methodology, anchors its vision on sustainable mobility, blue-green spaces, energy efficiency, waste and resources, and institutional capacity.
- The infrastructure upgrades act as a catalyst in merging new urban districts with sustainable transport corridors, easing the burden on central areas and fostering equitable growth.

In practical terms, the project disburses funding across three tranches, €16.1 million committed initially, and €29.1 million plus €23.0 million pending approval, providing scalable momentum to the expansion and upgrade of vital road links.
This phased commitment allows the city to adapt incrementally, align zoning and development plans, and synchronise utility improvements. It lays a robust groundwork for sustainable growth that benefits both urban dwellers and commercial routes.
Smart Policies Backed by Solid Governance
The investment also aligns with Moldova’s broader development strategy, enhancing governance, green infrastructure, the green economy, and inclusive development, as highlighted in the EBRD’s Moldova Country Strategy 2023–28. That includes promoting e-mobility and cleaner air initiatives, matching national priorities with the project’s objectives.
